What has happened here is that your puppy has learned that if he does not eat his dog food, he will get people food (which is usually much tastier) if he waits long enough. You need to break him of this bad habit, and quickly. Although you can create a diet for a dog based upon people food, in order to make it balanced and meet all his requirements, you must know a lot about nutrition, and be able to know exactly what types of food to feed and how often.
The best way to do this is to not feed your puppy people food for 48 hours. I know this may seem hard and cruel, but if you only supply him with puppy food, he will eat it - dogs are not programmed to starve to death when there is food available. He may whine and beg, but don't give in - otherwise you'll be training him on how he can get people food from you. I can almost guarantee that he will eat his puppy food when he gets hungry enough. Despite being "small" and "skinny", I assure you he will not starve to death nor become malnourished - a dog's instinct is survival, and survival requires eating.
